I just ran the whole testsuite (and also did some manual chroot prepares) on the 1.0.x branch with current sid/amd64 -- could not produce the problem. Same libsqlite afaics (/usr/lib/x86_64-linux-gnu/libsqlite3.so.0.8.6). However, I hope this https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=923038 is the same issue; then it might have been fixed in sqlite3 3.27.2-1 (w/o updating the so version)... Could you recheck?
