   * What led up to the situation?

I was packaging a tool with that license without shipping it.

   * What outcome did you expect instead?

I wished I could refer to a file /usr/share/common-licenses/Artistic-2.0 
instead of copying it.
The original license is on https://opensource.org/licenses/Artistic-2.0
