Just in case you don't know, there is already a 'sac' package that include a 'writetmp - write special wtmp entries to a wtmp file.' program. https://packages.debian.org/sid/sac The only thing is that last sac release is dated around Dec 2004 and last update of the Debian sac package is from Dec 2011, otherwise it looks the right external tool.
