yes, this is because the source of the flakiness are from M-A:same version
skews in unstable. For example recently:

As you can see the armhf version was built only 13 hours after the amd64
version.

To correct, this mmdebstrap can be patched to use "testing" as the target
distribution where packages only migrate to after they have been built on all
architectures.

But due to the freeze I guess this is only realistic for buster+1? You made
this bug severity important so I guess you don't mean to say that this issue
has RC severity and thus warrents an exception from the release team?
