Up to now I wasn't able to reproduce the bug. I'll soon try to do the same upgrade to see if there's an issue during that process. But since the problem affects an upgrade from one version that was previously only in testing/sid to a version that is currently in testing, I don't think this bug should be marked as grave (e.g. automatically marking this package for renewal) If the upgrade process from stretch to buster was affected, I would agree that an RC bug would be necessary. Now, that being said, I'll still continue trying to reproduce your bug soon so that if something can help out with upgrades I could maybe add this bit to the package.
