Hi, that won't work, because wine_4.0-1 has a build-depends on unicode-data (<< 12) (see my mail in the 'Handling Japanese new era "令和 (Reiwa)"' thread). I'll upload wine_4.0-2 shortly, closing this bug here with that version.
btw, wine-development_4.2-4 already was changed, so the other Wine related nmu request #928014 (nmu: wine-development_4.2-4) is correct and locally tested here. Greets jre
