This just happened to me a few minutes ago:

Setting up debian-security-support (2019.04.25) ...
/usr/bin/check-support-status: 269: /usr/bin/check-support-status: cannot create
/var/lib/debian-security-support/security-support.semaphore: Directory 
nonexistent

My chroot was created with debootstrap, it's a chroot which I use to
build packages, so apparmor is not involved (host machine has stretch).

I'll try to investigate about this after I upload base-files.
