There are various technical and non-technical reasons why this might not 
be an option for a user.

One example for a non-technical reason would be public schools where
the budget for hardware purchases and the bills for electricity might
be completely separate, and even paid for by different institutions.

Our job is to make working what we as Debian officially support.
