Hi Paul, It looks like it's just missing a runtime dependency. Just manually installing oslo.config would fix this. So I do contest that the package is not usable. It is, as long as you install pyhon-oslo.config. Of course, this needs to be fixed, as since it's too late for fixing before buster, I can do such a fix for the first point release.
