At first glance, that build looks fine. Are you sure parallel building
is off? If you are in a hurry, you could replace PAR_ARGS with '-j 1'
after these two lines in d/rules:
@echo .... building test packages ....
t/bin/build-test-packages \
to find the offending test (and log). It seems dpkg-buildpackage or
friends have changed, or they return different error codes.
