There is some other software which sends SIGHUP to rsyslog during boot
(most likely a cron job).
Looking at your journal file:
rsyslog is scheduled to be started, but not running yet, then some
cronjobs run and send SIGHUP when rsyslog is not fully up yet.

I'm afraid there is not much that the rsyslog package can do about that.

Can you please find out which packages sends HUP/SIGHUP to rsyslog?
