Apologies for the late response. Unfortunately, I cannot reproduce this bug, as forwarding seems to work in my case. If I had to guess, I would probably say your issue is due to the iptables/nftables migration and you ended up having loaded both, iptables-legacy and iptables-nft rules, which leads to unpredictable behavior.
