do I need to do a new (source-only) upload for it to reach bullseye?
A: Yes. We also suggest going through NEW in experimental instead of unstable

So for NEW we need to do a binary upload, right?
Correct. And once the package reached the archive, we do another upload
source only to make sure it enters testing. On [1] I see at least all
uploads as binary uploads.
