I set /var/cache/apt/archives to tmpfs. For this reason, this folder is
empty after reload. Now, if I try install some package via Synaptic,
Synaptic try download package to /var/cache/apt/archives/partial, can't
find this folder and show error. And yes, apt install package-name still
work pretty well. Well, just add mkdir to Synaptic and this bug can be
closed.
