I had the exact same problem and this seems to be related to the network-manager package. I simply uninstalled the network-manager and network-manager-gnome packages and gnome-maps is working just fine since then. I have a permanent wired Internet connection on my sole network interface (enp4s0). After Buster installation, the network-manager icon in the tray show that the "wired connection was unsupported". Everything worked fine however, from the distribution package manager to the browser. Only gnome-maps could not connect to the network.
