Thanks Jonathan! I confirmed the gpuclockctl executable is inside the new libgamemode0 package and also downloaded and test-installed it to a Ubuntu 18.04 LTS, where it also works.
Would it be possible to upgrade buster to this version, or at least to upstream stable version 1.4 of the gamemode package as well - and ensure the /usr/lib/x86_64-linux-gnu/gpuclockctl executable is in place?
