So just upgrade and watch if it is going to upgrade. If that is hard for you, you can install Debian VPS with previous version, install firehol, and upgrade from inside, it costs maybe 0.00 cent for 1 hour VPS. That is exactly where I am using firehol since years. The problem lays probable in the switch related to iptables in Debian 10. I have switched to ufw, because firehol is not usable. So who shall do the above process to make it usable?
