Looking more closely at the queue, it seems that jobs with a trigger all
have a trigger coming from experimental. I thus guess that triggers from
unstable are prioritized over triggers from experimental.

It however still seems that new packages from unstable are not more
prioritized than triggers from experimental (e.g. sosreport and all
others below in https://ci.debian.net/status/pending/unstable/all/ have
been waiting up to 16h). I would say we want such prioritization, so
that new uploads to unstable see their own testing done too, before
looking at triggers from experimental.
