Since there is not requirement for the ident server to be on the same host as the PostgreSQL server, a dependency (or even a recommendation etc.) does not seem right. If you think there are better ident servers than the current default one, it's probably better to lobby the installer people (or whoever decides that) to make a different one the default, or alternatively bug the one in current use to fix the IPv6 support.
