The upstream replacement for the combination of yum + yum-utils (Python 2 only) is dnf (Python 3).
The only reverse dependency of yum-utils is mock. It looks like the version of mock already in Debian supports either dnf or yum. Once dnf is in Debian, mock can drop the dependency on yum and yum-utils, and yum-utils can be removed. -- mike
