This is a bug on breezy. It took me quite some time to understand what is going on (I still don't know the full details) and to come up with a fix. It's basically a hack: check-manifest will create a ~/.config/breezy directory tree if it doesn't exist. breezy absolutely shouldn't fail if this directory isn't there, but unfortunately it does. I also decided to force $HOME to be /tmp, since it's not always possible to guarantee that it will be set or be writable. I'll upload a fixed package soon, but thought I'd let you know.
