Ok, it was not clear to me, whether you considered this new behaviour a
bug (and it caused problems for your) or you just wanted a documentation
update.
That said, this is already documented in
/usr/share/systemd/NEWS.gz
When your bonding network stops working, it is not easy to understand
that systemd is responsible. NEWS.Debian are printed during updrade, by
apt-listchanges, and it can be easily noticed.
