As I recall, dangling symlink is not violation of Policy (correct me if
I am wrong), so the best route is to teach these tools about this
special case, like we teach lintian.

So, I think adequate(1) need to be patched. Something else?

Sorry, this is not enough. Debian strives to be universal operating
system, and pays the price for it: on every system there is something
that is not needed for how this system is used.

You can use dpkg-exclude to alleviate this particular issue somewhat.
