Is that during the hardware detection phases of the installation? If so, I 
would guess it is because d-i executes udevsynthesize during those to 
detect hardware for which modules have become available since the 
installer was booted c.q. the previous hardware detection phase.

I'm not sure if this needs a modification of the relevant udev rule or an 
"already running" test somewhere.
