but I am not convinced this is enough.
What about clang-10 -> libclang-cpp10 and clang-9 -> libclang-cpp9 dependencies
with exact version?
Because I don't want to make this change yet (I want to evaluate
CLANG_LINK_CLANG_DYLIB before doing that)
libclang-cpp is new and isn't perfect yet
