Netbase might be in the base system, but it is definitely not build-essential (it is neither "Essential: yes" nor required to build a simple package based on a C or C++ package, to paraphrase the relevant section of policy). But since you say you're disabling the "make test", I guess it's a moot point in this case. -- Daniel Schepler
