Dear Maintainer, On the github I was advised to add lxc.cgroup.devices.allow = lxc.cgroup.devices.deny = lxc.mount.auto = proc:mixed sys:mixed cgroup:rw:force to /var/lib/lxc/container/config, and with above lines lxc can start Debian 10.2, on the lxc 3.2.1+master~20191129-1942-0ubuntu1~disco from https://launchpad.net/~ubuntu-lxc/+archive/ubuntu/daily even on cgroup 2 enabled Debian. But Debian package 3.1.0+really3.0.4-2 is still unable to start a container on unified cgroup hierarchy. I added the fixed-upstream tag.
