Hi,

With the release of Debian Buster, docker.io/debian/tests/basic-smoke
started to fail on Ubuntu Xenial [1].
Hopefully this bug report might help Debian too.

Two failures happened on debootstrap:

1) The Release file signature check failed, as archive signatures
changed across the stretch/buster stable releases, and the
debian-archive-keyring in Xenial lacked the keys needed to check the
signature.
This could be worked around with 'debootstrap --no-check-gpg'.

2) The Unpacking stage failed, apparently due script changes needed
(it works on Bionic, which is a newer release than Xenial).

Both problems indicate that, for the sake of build / test
reproducibility, the release used to debootstrap should not change,
which is not the case with the 'stable' suite.

Otherwise, eventually debian-archive-keyring and/or debootstrap might
become out-of-date and stop working with the newer Debian stable
releases, leading to false-positives of regressions in autopkgtest in
Debian too.
