After upgrading from stretch to buster the file openvpn-plugin-auth-pam.so moved to a new location in /usr/lib/arm-linux-gnueabihf/openvpn/plugins/ . This breaks /etc/openvpn/server.conf, where this file is referenced with /usr/lib/openvpn/.
