Dear Maintainer,

We are currently in the middle of 11 -> 12 transition, and I have
noticed an oddity which is preventing autopkgtest runs and successful
migration of the new postgresql-common packge in Ubuntu.

cstore-fdw is built against postgresql 11 and fails to build against 12.

The autopkgtest for postgresql-11-cstore-fdw depends on
postgresql-server-dev-all. I think it should depend instead on
postgresql-11, since otherwise the autopkgtest fails with "initdb for
postgresql 11 not found". Given that postgresql-11-cstore-fdw will
only ever work with postgresql-11 it should state so in
debian/tests/control as postgresql-server-dev-all has moved to 12.

Can it be added to do something like debian/tests/control.in ->
control translation, similar to how it is done for debian/control.in
-> control?

That way autopkgtests for postgresql-N extensions will continue to
work whilst we are in the middle of migration to postgresql-(N+1).

Does above makes sense at all?
