aren't you one of the upstream developers of Freeciv? If you change the text upstream, Debian will automatically import the new README.packaging. No need to file a bug report in this case. However I'm always happy if you guys comment on the existing Debian bugs, especially the ones related to game play or GUI design. Cheers, Markus
