dpkg-repack fails when localepurge is in use (see #947951). If dpkg-repack doesn't get fixed, a possible workaround would be to have localepurge remove entries from /var/lib/dpkg/pkgname.list as it deletes the files. I'm not sure how that would work with --path-exclude. Thanks!
