Popcon reports the entire installed base, so everyone e.g. running
Jessie/LTS (where squid3 is the primary name) also submits.

Debian only supports step-by-step updates; if one wants to upgrade from
Debian 8 to 10, it either needs to be done as a fresh installation of 10
plus data migration or as a sequential 8->9->10 upgrade. As such, it's
safe to drop the transition package in unstable.
