Yes. The fact that other udebs currently depend on libfontconfig1 instead of fontconfig-udeb is exactly the problem we are trying to solve. Because the shlib files now has the line udeb: libfontconfig 1 fontconfig-udeb (>= 2.3.0) other udebs that use libfontconfig1 will now automatically get a dependency on fontconfig-udeb when they are rebuilt and thus the Provides: will no longer be needed. This change is part of a fairly lengthy transition in which all udebs that provide libs and/or depend on them are involved. The udebs that currently depend on libfontconfig1 are next in line to be fixed.
