Manpage files generated from Perl's Pod souces are not detected anymore
as troff files.

With debian:buster:

$ zcat /usr/share/man/man3/strict.3perl.gz | file -
/dev/stdin: troff or preprocessor input, ASCII text

With debian:bullseye:

$ zcat /usr/share/man/man3/strict.3perl.gz | file -
/dev/stdin: ReStructuredText file, ASCII text

I checked one other non-perl manpage file, and it still seems to be
detected correctly, so possibly only perl manpage files are affected.
