pushed to debcargo-conf, needs DD upload (and trybuild for autopkgtest). usually we don't open RFP/ITP bugs for library crates. if the series of bugs you filed are to get dependencies of some binary crate packaged, it probably makes sense to open an RFP bug or issue in debcargo-conf for that binary crate. the Rust team will then package the dependencies in batches.
