It appears the new python3 compatible archmage tool does not allow creating html files from chm source files anymore [0]. So the documentation cannot be built anymore. I'll wait a bit for an upstream reply and if this does not work probably remove the documentation from keepass until a fix is available. [0] https://github.com/dottedmag/archmage/issues/16
