It looks like the problem is caused by the change to clamav-daemon.config when ScanOnAccess was removed.
I believe line 561 should have an extra option StateGeneric low clamav-daemon/LogRotate LogFile Something like StateGeneric low clamav-daemon/LogRotate OnAccessMaxFileSize LogFile
