In case there are any complex cases those could ofcourse always resort to depending on sysvinit-utils. Several of the init scripts I've looked at already use commands and assume packages with Priority >= important are always installed and don't specify dependencies for them (and it'll likely be quite a while before sysvinit-utils drops its priority below that, which is certainly not the scope for this bug report).
