Bug#897906: Stop installing deprecated /etc/NetworkManager/VPN/nm-strongswan-service.name

AFAIU it is still possible to override

        /usr/lib/NetworkManager/VPN/nm-strongswan-service.name
by
        /etc/NetworkManager/VPN/nm-strongswan-service.name

Removing the file in /etc might break things. Can you confirm?
