I have upgraded to procps 2:3.3.16-3, but protect-links.conf is still
there, and it had not been modified.

seems incorrect:

rm_conffile /etc/sysctl.d/protect-links.conf 2:3.3.16-1~ procps

while I've upgraded from 2:3.3.16-1+b1. The tilde is sorted before
empty, so that 2:3.3.16-1~ < 2:3.3.16-1+b1, and the conffile is not
removed.

https://man.cx/dpkg-maintscript-helper says: "For example, for a
conffile removed in version 2.0-1 of a package, prior-version should
be set to 2.0-1~."

But here the version is 2:3.3.16-3, while 2:3.3.16-1~ was used.
