I propose the following patch which simply removes xslt-config on account of the xxx-config scripts being relics from a faraway pre-pkgconfig past and having for sole purpose to break multiarch compatibility. In that view any package which depends on an xxx-config script is broken and should be fixed to use pkgconfig instead.
There is another trap which is that the package is missing a Build-Depends on xsltproc, resulting in differences in the NEWS file depending on whether the build machine (or chroot) has it installed or not!
