Dear Maintainer, https://wiki.debian.org/Multiarch/Implementation#Multi-Arch:_foreign_support_packages states that an architecture all package which is used a dependency for an Architecture: any package must set Multi-Arch: foreign on the depedency. libh2o-dev-common does not do this currently, and therefore it prevents the multi-arch installation of libh2o-dev as it cannot be used to satisfy the dependency that package specifies.
