Dear Maintainer,

https://wiki.debian.org/Multiarch/Implementation#Multi-Arch:_foreign_support_packages
states that an architecture all package which is used a dependency for an
Architecture: any package must set Multi-Arch: foreign on the depedency.
libh2o-dev-common does not do this currently, and therefore it prevents the
multi-arch installation of libh2o-dev as it cannot be used to satisfy the
dependency that package specifies.

E.g.

matt@web:~$ dpkg --print-architecture
amd64

matt@web:~$ sudo apt install libh2o-dev:armhf
[sudo] password for matt:
Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have

I believe fixing this is as simple as adding Multi-Arch: foreign to the
control
file stanza for libh2o-dev-common.
