For the mirrors machine, we use CentOS 7 as OS. I've already tried in
few ways to run the ftpsync (as binary), however I receive this error:
Can't read config file ftpsync.conf!
Is there any way to mirror debian on RHEL-based OS ?

Please use our ftpsync script to mirror Debian.
It should produce the trace files we require, and do the mirroring in a way
that ensures the mirror is in a consistent state even during updates.
