Looking at keyring-maint's scripts, I *believe* they use
pool.sks-keyservers.net, but that's just a default configuration, it's
easily overrided during runtime… so I don't think you can rely on
keyring-maint not using something else.
I confirm that nm.d.o currently uses keyserver.ubuntu.com.
