A version generally used in this case would be 3.0.4-0+deb10u1 with the changelog entries squashed together. It's no longer a plain "rebuild", but a new upstream release + selected cherry-picked bugfixes without inappropriate packaging changes. (mariadb and postgresql are prominent users of this scheme.)
