No, please stop. It’s perfectly OK for a package to depend on systemd services. 
This is not a bug.
Also see the discussion in #952895. This energy would be better spent on things 
like #952897.

This is done as a courtesy, so you can actually use equivs (+ f.e. 
opentmpfiles).
