The upstream changelog is provided in HTML format, compressed with gzip. Neither Chromium nor Firefox can display this, unless it is first uncompressed to another file. While Debian policy does say you should use changelog.html.gz (and that seems like a bug in policy), it also says that changelog.gz "should be generated" from it. In sqlite3 it just refers back to the HTML version.
