Yes indeed, and I always found this a bit wrong. FPC also does the same by
mixing the compiler and the RTL.
This was justified at the beginning because both RTL/LCL and Compiler/IDE were
not stable enough in term of APIs. So generally releasing both at the same time
helps.
But nowadays, this may be problem.

I'm not aware of any, but nothing prevent to use it.
Theoretically, even a plain C application can use it
