I think this is actually not a bug, per se. The thing is that there's no "qemu" executable/binary, there's actually a _set_ of executables/binaries, one for each emulated architecture. So there's no _single_ executable to put to this qemu.desktop file. I think the best will be to just remove the file, not shipping it. Because in reality it makes no sense to provide _one_ file, and it makes no sense to try to start qemu like this, when it needs numerous arguments describing a virtual machine we want to create.
